Plans change between filing and exam day. You move for work, a family emergency comes up, or the testing center turns out to be a full day's travel away. Before you assume you can simply switch venues or move to the next sitting, read the rules — CSC allows very little flexibility, and the deadlines are strict. This guide covers what you can and cannot change for the 14 March 2027 Civil Service Exam (CSE-PPT).

Key takeaways

  • A transfer of testing center is allowed only in extraordinary situations and meritorious cases, and it needs CSC approval.
  • For 14 March 2027, your written request must be submitted not later than 09 December 2026. CSC accepts no transfer requests after that date.
  • Rescheduling your exam date is not allowed. If you do not show up, you forfeit your exam fee and your slot.
  • There is no carry-over to the next sitting. To take a later exam, you file a new application and pay again.
  • Choose your testing center carefully when you file — CSC itself advises applicants to be "circumspect and certain."

Transfer of testing center: who qualifies

Announcement No. 06 says transfers may be permitted "in extraordinary situations and under certain meritorious cases." Its own example is a transfer of residence or workplace that makes traveling to your original testing center extremely difficult.

Approval is not automatic. The request is evaluated and approved by the CSC Regional or Field Office concerned. Convenience alone — for example, preferring a center closer to a friend's house — is unlikely to meet the standard.

Step 1 — Check the deadline

For the 14 March 2027 sitting, the deadline is 09 December 2026. The announcement is explicit: "Strictly, no request for transfer of testing center shall be accepted beyond said period."

If you are reading this after 09 December 2026, a transfer for 14 March 2027 is no longer possible. Your options are to take the exam at your original center or to plan for a later sitting.

Step 2 — Prepare your written request

Announcement No. 06 lists three requirements. Your request must:

  1. State the reason for the transfer of testing center.
  2. Include supporting evidence and a copy of your Application Receipt.
  3. Be sent to the CSC Regional or Field Office where you filed your application — not the office of the center you want to move to.

A short, clear letter works best. Include your full name as written on your application, your exam level, your current testing center, the center you are requesting, your reason, and your contact details.

Step 3 — Submit it the right way

You may send the request personally, by email, or by courier to the office where you filed (Announcement No. 06, s. 2026). Find the office's email and contact numbers in the Regional and Field Office directory on csc.gov.ph.

  • By email: attach clear scans of your evidence and Application Receipt. Keep the sent email as proof of the date.
  • By courier: send it early so it arrives before 09 December 2026, and keep the tracking receipt.
  • Personally: ask for a receiving copy stamped with the date.

Step 4 — Wait for approval and check your school assignment

Your transfer is not final until the office approves it. After you file, follow up with the office, then check your school assignment before the exam through the Online Notice of School Assignment (ONSA) or your Regional Office's notices. If your new venue is not posted about a week before the exam, contact the office directly.

If you cannot take the exam

The application form you signed is clear. The reminders on CS Form No. 100 (Revised 2023) say:

  • "Failure to come on scheduled examination will mean forfeiture of examination fee and slot."
  • "Rescheduling of examination date is NOT allowed."

In practice, that means:

  1. Your ₱500.00 exam fee is not carried over to a later sitting.
  2. You will not get a rating for the exam you missed.
  3. To take a later exam, you file a new application for that sitting, meet its requirements, and pay its fee.

When you can file again

Missing an exam does not count as taking it. The three-month rule in recent announcements bars applicants who took the same level within three months before the exam date. The CY 2027 calendar lists sittings on 14 March 2027 and 08 August 2027 (Announcement No. 05, s. 2026); watch for the announcement of the sitting you want, since slots fill on a first-come, first-served basis.

Common mistakes to avoid

  • Waiting until after the deadline. For 14 March 2027, CSC accepts no transfer requests after 09 December 2026.
  • Sending the request to the wrong office. It goes to the office where you filed, not the one you want to move to.
  • Forgetting the evidence or Application Receipt. Both are required parts of the request.
  • Assuming approval. Wait for the office's confirmation and check your school assignment.
  • Asking to "move to August." Rescheduling is not allowed — you would need a new application.
  • Not showing up without telling anyone. You lose your fee and slot either way, but contacting the office keeps your records clear and lets you ask about your next steps.

Frequently asked questions

Can I change my Civil Service Exam testing center?

Only in extraordinary situations and meritorious cases, such as a transfer of residence or workplace, and only with approval from the CSC Regional or Field Office concerned. For 14 March 2027, the written request must be submitted not later than 09 December 2026.

How do I request a transfer of testing center?

Write a request stating your reason, attach supporting evidence and a copy of your Application Receipt, and send it personally, by email, or by courier to the CSC Regional or Field Office where you filed your application.

What is the deadline to transfer my testing center for 14 March 2027?

09 December 2026. Examination Announcement No. 06, s. 2026 states that no request for transfer of testing center will be accepted beyond that date.

Can I reschedule my Civil Service Exam to a later date?

No. CS Form No. 100 (Revised 2023) states that rescheduling of the examination date is not allowed. To take a later exam, file a new application for that sitting.

What happens if I miss the Civil Service Exam?

You forfeit your examination fee and your slot. CS Form No. 100 (Revised 2023) states that failure to come on the scheduled examination means forfeiture of the examination fee and slot.

Can I get a refund of my exam fee if I cannot attend?

The application form says a missed exam means forfeiture of the fee, and Announcement No. 06 does not provide a refund for examinees who do not attend. Ask the office where you filed if you have an exceptional situation.

If I miss the March exam, can I apply for the August exam?

Missing an exam is not the same as taking it, so the three-month rule on taking the same level should not apply. File a new application when the 08 August 2027 announcement is released, and confirm its qualification rules.
