Many CSC Regional Offices now accept Civil Service Exam (CSE-PPT) applications online through CSC eServe or CSC OCSEAS. Filing online can save you a trip, but only if you prepare everything first — slots for each testing center are limited and filled on a first-come, first-served basis. This guide walks you through the whole process for the 14 March 2027 sitting, from checking your region's filing mode to keeping your proof of filing.

Key takeaways

  • Your filing mode depends on the CSC Regional Office of your chosen testing center, per Announcement No. 07, s. 2026.
  • The official online portals are CSC eServe (services.csc.gov.ph) and CSC OCSEAS (ocseas.csc.gov.ph). Never file through a third-party site.
  • Applications for 14 March 2027 opened 02 November 2026 and run until slots fill — apply early (Announcement No. 05, s. 2026).
  • Prepare CS Form No. 100 (Revised 2023), four identical passport-size photos (4.5 cm × 3.5 cm), an accepted I.D., and the ₱500.00 fee.
  • Keep every confirmation, reference number, and receipt until you get your results.

Step 1 — Check that you qualify

Read the qualification list in Announcement No. 06. Among other items, you must be a Filipino citizen, at least 18 years old on the date of filing, and you must not have taken the same level within the three-month window of 14 December 2026 – 13 March 2027, or already passed the level you are applying for. Source: Announcement No. 06, s. 2026. Full list: Civil Service Exam requirements.

Step 2 — Choose your level and testing center

Decide between Professional and Subprofessional before you fill anything in — you file for one level. Read Professional vs Subprofessional if you are unsure.

Then pick the testing center where you want to take the exam. Your testing center decides which CSC Regional or Field Office handles your application, and therefore which filing mode you use.

Step 3 — Confirm your region's filing mode

Announcement No. 07, s. 2026 sets the filing mode by Regional Office for 14 March 2027:

Lingkod Bayani Kiosk

Contact CSC Caraga

Search your region below. Then ask the CSC Regional or Field Office of the testing center you want about remaining slots, as CSC advises.

Step 4 — Prepare your documents and photo

Gather the full kit from the checklist above before you open the portal. Online systems often time out, and a missing photo or I.D. scan can cost you a slot.

  1. Download CS Form No. 100 (Revised 2023) from csc.gov.ph and fill it in clearly. See how to fill out CS Form No. 100.
  2. Have your photos taken to CSC's specs — white background, 4.5 cm × 3.5 cm, with your handwritten name tag.
  3. Prepare clear scans or photos of your I.D. (and birth certificate, if needed) in case the portal asks for uploads.
  4. Double-check that your name and birth date match your I.D. exactly.

Step 5 — Create your account on the official portal

Go only to the official CSC portal for your region: CSC eServe or CSC OCSEAS. Then, in general:

  1. Register with your personal email and mobile number.
  2. Verify your account through the email or text the portal sends.
  3. Write down your login details and keep them private.

Portal screens differ by system and can change between cycles. Follow the on-screen instructions and any guide your Regional Office posts.

Step 6 — Fill in the application and pick your schedule

Inside the portal, a typical CSE-PPT application asks you to:

  1. Select the exam level (Professional or Subprofessional) and the testing center you chose.
  2. Enter your personal details exactly as they appear on your I.D.
  3. Upload or submit the documents and photo the portal asks for.
  4. If the system asks you to book a date to submit or verify documents, choose a slot you can surely attend.
  5. Review every field before you submit — errors in your name or birth date are hard to fix later.

Step 7 — Pay the fee and keep your proof of filing

The fee for 14 March 2027 is ₱500.00 (Announcement No. 06, s. 2026). Pay only as your filing office or the official portal instructs, and keep the official receipt.

After you submit, save or print:

  • Your application confirmation or reference number
  • The official receipt
  • A copy of your filled-out form
  • Any appointment or verification schedule the office gives you

Your application is complete only once your office accepts it. If the office asks you to appear with originals, bring the full kit.

After you file: school assignment and exam day

CSC posts your room through the Online Notice of School Assignment (ONSA) and/or Regional Office notices. The ONSA date differs per cycle. If you cannot find your school assignment about a week before the exam, contact your Regional or Field Office directly (Advisory No. 10, s. 2026; Advisory No. 02, s. 2026).

If you need to change testing centers (how transfers work), a written request must reach the office where you filed not later than 09 December 2026, per Announcement No. 06, s. 2026. After that date, no transfer is accepted.

On exam day, bring your accepted original I.D. and follow the advisory for your date — see the exam-day guide.

Common mistakes to avoid

  • Filing through an unofficial page or "agent." Use only official csc.gov.ph portals or your Regional Office.
  • Paying to a personal account. A screenshot of a personal e-wallet transfer is not a CSC payment method.
  • Waiting until "review feels done." Slots fill on a continuous basis; apply as soon as your region opens.
  • Mismatched details. A different name spelling or birth date between your form, portal, and I.D. can delay or void your application.
  • Wrong photo specs. Photos that miss the size, background, or name-tag rule may be rejected.
  • Losing your reference number. Save it the moment you submit.
